A broad street ran round the city, some 2.5m wide, following the line of the walls with homes between the street and the wall. There may well have been a second a block further in, and at least one street ran across meeting the circular street at the other side. These give Tell es-Seba` level II-III the air of careful planning, which would fit with its presumed role as a regional administrative center.
The buildings were constructed of sun dried mud brick built on a foundation and base of uncut stone (as in the governor's residence - right).
